Roof Permits in Indian River County & Vero Beach

A full roof replacement in Indian River County needs a permit, and the City of Vero Beach and the county share one building division (772-226-1260). Every re-roof application needs a roof diagram, a Product Approval Affidavit, and, for tile, metal and low-slope roofs, a wind-load worksheet. Leeward Roofing (CCC1337211) pulls the permit, submits the paperwork and schedules the inspections for you.

Who issues it

One building division for the city and the county

Indian River County is simpler than its neighbors here.

Indian River County and the City of Vero Beach

Unlike St. Lucie, Martin and Brevard County, where the cities and the county run separate building departments, Indian River County and the City of Vero Beach share one building division. Phone: 772-226-1260.

Neighboring counties are different

If your home is in Port St. Lucie, Fort Pierce, Stuart or Palm Bay, the permit comes from that city or county. We pull permits in all of them. See our service area.

The application

What the re-roof application asks for

Based on the joint re-roof application (rev. 1.2025).

Section 15: roof diagram

Required on every re-roof permit. It shows the roof sections and what is being replaced. This is how the building division enforces the 25% rule under the Florida Building Code, Existing Building 706.1.1. See our 25% rule guide.

Section 4: wind-load worksheet

An ASCE 7-16 components-and-cladding worksheet is required for tile, metal and low-slope roofs. It is not required for asphalt shingle.

Section 11: Product Approval Affidavit

Due at application. Every roofing product has to carry a Florida Product Approval or Miami-Dade NOA for the wind zone it is going into.

Wind and code

Wind speeds and code requirements

Why the same roof gets built differently a few miles apart.

Design wind speed

In Indian River and St. Lucie County, design wind speed is about 160 mph east of I-95 and 150 mph west of it. Parts of Martin County run higher.

Cap nails

Where design wind speed is 150 mph or higher, which covers the Treasure Coast, underlayment must be fastened with metal cap nails.

Exposure D near open water

Homes within 600 feet of open water, or with open water upwind for 5,000 feet, fall under Exposure D (FBC R301.2.1.4.3), which raises the wind design. That is most of the barrier island. The mainland is usually Exposure B or C.

What changes

2026 changes to know about

Code and permit rules are moving this year.

9th Edition Florida Building Code

The 9th Edition of the Florida Building Code takes effect December 31, 2026. Permits applied for after that date fall under the new edition.

HB 803 permit exemption

As of July 1, 2026, HB 803 exempts some single-family work under $7,500 from permitting. It excludes structural work and homes in flood hazard areas, so it does not cover a typical re-roof. Confirm with the building division before skipping a permit.

Wind mitigation form

The wind mitigation inspection form (OIR-B1-1802) was rewritten effective April 1, 2026 and now requires attic photos. See wind mitigation discounts.

24/7 Storm Response

Wind got under it? Do not wait for the next band.

Lifted shingles and displaced tile rarely reseal themselves. The cheapest version of this job is the one that happens before the next system comes through.

After a storm — do this
  1. Walk the perimeter and look for granules washed into the gutters and downspouts.
  2. Photograph soffit, fascia and gutter damage — adjusters ask for it.
  3. Tarp first, then worry about the permanent repair.
  4. Be wary of out-of-state crews that appear the day after a storm.
